🚨 Portugal 🇵🇹 has significantly tightened its rules for naturalization (citizenship by residence) with a new Nationality Law signed by President António José Seguro on May 3, 2026.

■ Key Changes in the New Rules

📍Residency requirement for naturalization:

▪︎ 10 years of legal residence for most foreign nationals (e.g., Americans, Canadians, Brits, and non-EU/non-CPLP citizens).

▪︎ 7 years for EU citizens and nationals of CPLP countries (Portuguese-speaking community: Brazil, Angola, Mozambique, Cape Verde, etc.)

The residency period now counts from the date your first residence permit (residence card) is issued by AIMA (Portugal's immigration agency), not from the application submission date.

This reverses a prior adjustment meant to account for processing delays.

📍Other requirements:

▪︎ A2-level Portuguese language proficiency.
▪︎ Likely a new civic/cultural knowledge test (Portuguese history, culture, values, rights, and duties of citizenship).
▪︎ Formal declaration of adherence to Portugal’s democratic principles.
▪︎ Clean criminal record and other standard criteria (e.g., no threat to national security).

📍Permanent residency:

▪︎ This remains available after 5 years of legal residence and is unaffected. It provides strong long-term stability (with flexible absence rules), but it is not the same as citizenship.

My mum gets cash from a POS lady in our small town. My mum is elderly just like many other residents in the rural areas. She calls her to come with the machine and the lady does this for several elderly women, moving from house to house to provide her service.

Honestly, they are the heroes of the last mile. For the agents, the float or cash is their product and they wake up every morning hunting for it. Some of them go as far as the state capital to look for cash. The picture is very different in the rural areas. The safety risk, cost of transportation daily, data cost, fraud risk, extortion, money to rent the space...

I read a tech cabal report that over 300 LGAs in Nigeria do not have physical banking infrastructure and the POS agents serve 11m unbanked customers. They have become the backbone of our informal economy with 5.9 million POS terminals.

The margins are quite thin for a lot of them and my outlook changed during my last trip to my town. Without them, a lot of people and businesses would be stranded. We must stop viewing POS agents as a temporary hustle and start seeing them as the vital economic infrastructure they are and enable policies to support them.
