@LeBancci@matigary It's funded by the SA government, as one of the Chapter 9 institutions. It was established in terms of Section 181(1)(b) of the SA constitution, so it is there for South Africans. Unfortunately, the law doesn't work according to the fancy of those who don't understand it.
