This guy's neighbor named Lynn called law enforcement to report a dispute regarding rocks being placed along the roadside near Mr. Neal's property on Frank Road. Lynn had previously walked onto the property to confront him about the rocks, at which point Mr. Neal’s dog, Django, ran toward her out of excitement.
Even though Mr. Neal quickly secured Django and no physical harm occurred, Lynn panicked—claiming her heart rate spiked and she was intimidated—and called the police.
