That only applies if the player who arm has contacted then scored themselves, as per IFAB laws & PGMO guidance:
@tonythemanc PGMO guidance handbook dictates thats not a handball offence. We can argue the rules are wrong, but they are applied correctly by the ref here

For the record, if that was against me id be raging, and in the spirt of the game I don't think that shouldn't be an offence - but under the current laws/guidance its not

I understand people thinking the law is wrong, and in the spirt of the game that 'should' be an handball offence. But under this seasons laws, it simply isn't.
