Read it. First impressions:

First, it reads as written with primary and secondary in mind. Tertiary should either be specifically covered (academic and non-academic pathways) or deliberately left off. I’d advise the latter because that’s a completely different beast.

Second, how is this structure actually different from what we already have? The SMO seems to be the key difference, but we have similar bodies already (SUBEB/SBMC) so what changes, and who sits on the SMOs? I suspect that a lot of the current system’s problems are implementation and enforcement so the real question to me is, how do we fix that?

Third, in my opinion, too much authority is still retained by government. My fear is it introduces bureaucracy into the school operational flow. My proposed structure: schools retain operational autonomy, the SMO acts as a statutory governing board over a local-government cluster of schools, and government funds via a per-student grant to an approved list of schools that meet quality requirements. Let’s reduce government’s role to funding and regulatory oversight.
