The problem is man city scouts. U r only seeing the talent thanks to the world cup where players from different countries, small clubs come and showcase their talent but city scouts prefer to sit relaxed rather than doing the actual work. If smaller clubs like Bournemouth can gi find exceptional talent then why can't heavily paid city scouts can..
