Dr Emomotimi Agama, Director-General and Chief Executive Officer of the @SECNigeria, delivered this keynote address at the Abuja Business and Investment Summit and Expo 2026, organised by Abuja Investments Company Limited for the Federal Capital Territory Administration, at the @officialABAT International Conference Centre, Abuja, on Wednesday 5 August 2026.
The address advances a direct proposition. Abuja cannot complete its infrastructure ambitions, and Nigeria cannot close its wider infrastructure deficit, through annual budgetary appropriations alone. Dr Agama connects the physical development of the Federal Capital Territory with the mobilisation of savings, institutional capital and investor confidence through the capital market. Infrastructure is consequently presented as an income-producing asset capable of being financed, refinanced, securitised or recycled, rather than solely as expenditure charged to an annual budget.
The argument is developed through seven financing propositions for the Territory. These comprise an infrastructure bond programme, green and sustainability-linked issuance, a listed real estate investment trust, the possible listing of Abuja Investments Company Limited or a defined pool of its assets, blended and credit-enhanced structures, an asset-recycling programme and a regulated tokenised municipal instrument. Together, they frame the capital market as a mechanism for matching long-term infrastructure requirements with long-term capital, supported by project preparation, credible revenue streams, disclosure, governance and investor protection.
