@allenanalysis The video and photo were from fires in Portland, Oregon and Vancouver, Washington.

The guy arrested was for a different fire in Phoenix, Arizona. The suspect for the Oregon/WA fires has not yet been caught.

2 Senators per state, no matter population size, addresses your point.
