Happening…celebrating our teachers in Nairobi on this World Teachers’ day. I thank my colleagues in Parliament Hon. Caleb Amisi, Babu Owino , Obadiah Barongo, Anthony Kibagendi, Jack Wamboka, Clive Gisairo, Wamuchomba, Dr Oundo together with Dr Lishenga and Janet Ouko for making time.
Omwami you have the UNENVIABLE task of determining the value of the lives of the young people your new friends killed and compensate their families. One would imagine that crown to be so heavy as not to allow the wearer time for anything else, let alone worrying about the SG of ODM, who isn’t even your friend.
PRESS STATEMENT
Widows of the Sugar Belt: The Leasing of the Sugar Mills in Kisumu County and the Sure Return to Abject Rural Poverty, Land Grab, and Ethnic Upheavals – Why the Lease Transition Must Be Halted
In 2016, as the Senator of Kisumu County, together with my fallen brother, the late Jakoyo Midiwo, we filed a petition (Anyang’ Nyong’o & 4 others v Privatization Commission & 2 others [2016] eKLR) to stop the imminent privatization of the five sugar mills in Western Kenya—and the court agreed with us. Then, as now, I do not condone the abuse of due process to grab public assets cheaply for the benefit of private monopolies and fiefdoms.
Today, as the County Government of Kisumu, we are dismayed to learn that the planned leasing of Chemelil Sugar Factory and Muhoroni Sugar Factory has been fast-tracked and finalized. This has happened with no proper stakeholder involvement and under a cloak of secrecy.
According to recent developments:
Chemelil Sugar Factory is to be leased to Kibos Sugar & Allied Industries Ltd (a company only 16 years old) for a period of 30 years.
Muhoroni Sugar Company is to be leased to the West Valley Sugar Company (barely 5 years old) for 30 years.
Further, we are gravely concerned that the prime nucleus land of Miwani Sugar Mills is being transferred through opaque arrangements to Crossley Holdings Limited, despite ongoing court litigation (Miwani Sugar Mills Limited & Ano vs Crossley Holdings Limited, Nagendra Saxena & others). This amounts to criminal activity, circumventing local demands and denying residents a say in the future of their land after the factory’s receivership.
Just last year, the High Court stopped International Tender Notice No. MOALD/SDA/IT001/2023-24, leading to a fresh notice in March this year, which has now been rushed to completion.
This is nothing short of daylight robbery, an economic coup against over 60,000 farmers, involving 15,000 hectares of farmland, essential public offices, churches, mosques, homes, and renowned learning institutions such as Chemelil Factory Primary, Muhoroni Primary, and Miwani Estate Primary School, alongside several ECD centres.
We firmly oppose this opaque lease plan, which ignores the social fabric, existing infrastructure, and public interests in sugar belt sub-counties—Muhoroni, Kisumu East, and Nyando. The plan threatens to dismantle community livelihoods and invites monopolistic exploitation.
Key Pertinent Issues
1. On 28th February 2025, the Ministry of Agriculture floated International Tender Notices No. MOALD/SDA/IT/002/2024/2025 and No. MOALD/SDA/IT/004/2024/2025 for leasing Chemelil and Muhoroni Sugar Factories.
2. Despite initial commitments, there has been no public participation involving stakeholders such as farmers, the County Government, workers, or leaders.
3. The tendering process is reportedly in its final stages, including signed documents, without stakeholder involvement.
4. There is no evidence of value for money, contrary to Article 227 of the Constitution and the Public Procurement and Asset Disposal Act, 2015.
5. The long-standing Miwani land dispute was allegedly resolved out of court through a suspicious consent order between the receiver manager and Crossley Ltd.
6. PS Dr. Paul Rono allegedly instructed the National Land Commission to deregister title deeds for Miwani and Muhoroni lands and issue fresh titles to Kibos and West Valley—without County Government consultation, risking ethnic tensions especially near the Nandi-Miwani and Kipsigis-Kuguta borders.
7. Farmers and workers fear that leasing the mills to Kibos and West Valley will create dangerous monopolies.
8. The Leasing Transition Committee (LTC), responsible for assets, liabilities, workforce transition, and dispute resolution, has no representation from the County Government, farmer organizations, or workers' unions.
Delighted to receive @edwinsifuna to discuss the robust U.S.-Kenya partnership, including what we are doing together to build a strong creative economy that benefits both the United States and Kenya.
Time does fly when you are having fun. It’s 7 years to the day today! Its very easy to be SG of ODM. You just need to folllow the blueprint left by Gerald Otieno Kajwang. Loyalty. Fidelity. Faithfulness. Easy as ABC.
Hats off to the Homa Bay Health Team and Care Workers for their tireless dedication and resilience, making us the top-ranking county in healthcare service delivery. Your hard work is profoundly impacting the lives of our people. Ahsanteni sana!
It is obvious the President’s men know the gig is up and nothing can be done to change his fortunes in 2027. All that chest thumping from Sudi and Kamket are attempts to mask the fact that they have accepted his fate. There will never be another 2007 where the will of the people is overturned. We in Azimio were sold similar stories in 2022 ati sijui deepstate will “help” mara hatuezi wachia mwizi, but in the end once Kenyans express themselves at the ballot thats it.
I have already explained to you why the storm is coming in Luo politics. What I didn't say is that it is also coming in ODM and national politics.
Today, at the burial of Wetangula's mum, you have seen the evidence. The push and pull between different political factions was so intense that many forgot they were at a funeral. The competition to be the loudest in answering Natembeya in fact made these vociferous neanderthals forget that what he said about abductions is indeed true; abductions do not solve anything!
Within ODM, those who went to government and their allies who hope to eat the crumbs from the table of impunity, are behaving like rabid Rottweilers, angrier than original Kenya Kwanza folks, anytime they feel their beloved government has been touched. They forget that with each praise-choir statement they make, they erode the social justice foundation and freedom credentials of ODM. ODM merchants of nomination tickets do not realise that it is in their own interest for the party to keep its own identity for the unpredictable and vicious electoral battle in 2027, the exact message that the party's SG, Edwin Sifuna, has been conveying for eons.
These days, the shallow-minded people in ODM, who play the unenviable role of loose-mouth apparatchiks, will brand you "Gachagua's ally" anytime you say anything that does not fit within their exaggerated sense of importance in their dream world of broad-based government. For instance, why would one refer to Sifuna as working with Gachagua for a future gubernatorial run? Sifuna has already won the Nairobi Senatorial seat without Gachagua and without Kenya Kwanza. What political philosophy makes him now, with more experience, need Gachagua? In any case, wasn't Sifuna the Senate's lead voice for the impeachment of the same Rigathi? Wasn't he "beating" Gachagua on public platforms for the latter's political bad manners, long before impeachment, when those who have now found their voices were quiet?
Raila will leave for the AU next month. Those who hang around him, his phone and his houses, will have nowhere to remind people that "I saw Baba's phone and Sifuna was speaking badly of other leaders haki". Each leader will go back to his electors and state what he has done for the people. At that time, the fancy online philosophy that rides on empty rhetoric like "Sifuna is not one of us", will not save anyone. In fact, the cleansing of ODM of the transaction politicians will commence when they have nowhere else to run to, while trying to prove that senior party officials from other regions do not carry as much weight because they think it is a Luo party.
The Gen Z riots nearly toppled the government because Ruto chose to dwell in a fool's paradise. What he now needs are people who will tell him the truth, like Raila and Sifuna. But in the seven years Sifuna has been ODM SG, he has consistently been denied the mic at Ruto functions, even when the latter was still the DP. Our ODM friends who have become professional praise singers forget that should another wave of public protests happen, will be dragged into it totally. Walking around with olive oil, ready to anoint Ruto is ok, but you cannot destroy your own political formation to conduct this anointing. And those who stick on the side of the people always emerge winners, no matter how long it takes.
We see these people who think they can sell fear to Sifuna and/or the well-meaning wing of the party. We will be here to deal with them on land, sea and air. Because some of them worked for Kibaki, then Uhuru and then Ruto, in the days when the party was being built with sweat, tears and blood. There is nothing they know that we don't. And we are not silent because we have forgotten how to assert ourselves, son. We are silent because we still don't consider their threats worth responding to.
I have been shocked beyond words by some of the speeches here in Bungoma County.
If those who spoke are the people he listens to, Ruto is in more trouble than he knows. Freedom of speech cannot be limited beyond the limitations in Article 33.
Even that Computer Misuse law those ignorant leaders have cited is Unconstitutional. Social media is not the problem. The problem is the policies of this regime that continue to hurt Kenyans.
Tumeanza mwaka vibaya sana.
