"Chairman, a country without reserves is not sovereign. The potential of this Bill to destabilize Uganda’s balance of payments is our primary concern as a central bank. Let me share the journey of @ChurchofUganda_ ’s digital transformation.
When COVID-19 struck in 2020, places of worship were closed on 18th March, just a week after the enthronement of The Most Rev Dr Stephen Samuel Kaziimba Mugalu as the 9th Archbishop on 1st March, and his installation as the 8th Bishop of the Diocese of Kampala on 8th March 2020.
Ministry changed. People could no longer gather, not even for burials. It was a deeply challenging moment.
Individuals and media houses of goodwill stepped in and offered airtime. We began broadcasting services from the Archbishop’s Palace in Namirembe.
@KKariisa was among the first to respond, offering @nbstv for English service and @sanyukatv for Luganda service. @ntvuganda also generously carried our English service live, while @sparktvuganda broadcast the Luganda service. @ubctvuganda equally provided airtime for English services.
Words of Hope Ministries Uganda supported us with live streaming on our Facebook and YouTube platforms, while the Anglican Youth Fellowship Choir faithfully ministered through music during those difficult times.
All this was offered freely as a contribution to God’s ministry. Not even transport facilitation was requested. It was pure goodwill.
As the journey progressed, the Church acquired majority shares in COU Family TV, which joined the live broadcasting effort. @onlinecou was also established to marshal up the efforts.
Across the country, many churches attempted to livestream services through their own platforms, but the costs proved unsustainable. Those with capacity carried on.
Through his networks, Archbishop Kaziimba connected with Mr. John Kamya, the Chairman of Hamilton Telecom, who committed to fully sponsor the Church’s digital transformation journey.
He went on to establish PaxTel to support the Christian community (Anglican, Catholic, SDA, and Pentecostal churches), as well as SalaamTel for the Muslim community.
Recognizing Uganda’s agrarian backbone, he also introduced AgroTel Uganda to digitize the farming experience.
Today, we are developing a Management Information System to strengthen communication, management, and accountability within the Church of Uganda, fully funded by Hamilton Telecom.
Through @Paxtel_mobile, we are advancing several key priorities:
1. Creating a unified communication platform to strengthen engagement across the Church
2. Driving technology-enabled service delivery across Church institutions, contributing to youth employment
3. Establishing sustainable revenue streams without requiring capital investment
4. Promoting financial literacy and inclusion among our members
5. Strengthening support for healthcare and social services
