FINANCE MINISTER SETS AGENDA FOR HIS TENURE:
Finance Minister @henrymusasizi1 today shared his vision for the Ministry with @mofpedU top management team as he embarks on executing his mandate.
While chairing his maiden top management meeting, Musasizi said his commitment is to transition Uganda from incremental growth to exponential economic take-off through these five pillars.
1️⃣ The USD 500 billion target. “We shall relentlessly execute the tenfold growth strategy to turn Uganda into a 500 billion-dollar-economy,” he said.
2️⃣Enforcing absolute discipline. “We shall shift the Ministry culture from spending money to enforcing results,” Musasizi said, adding that he will demand strict budget discipline, aggressive procurement reforms and rigorous value for money audits on all public projects.
3️⃣Aggressive revenue mobilization. “We shall implement the second domestic revenue mobilization strategy to push our revenue to GDP ratio to at least 20%, cutting external dependency,” said Musasizi.
4️⃣Presidential wealth creation agenda. Musasizi said the Ministry will prioritise funding and tracking the commercialization of the smallholders to ensure every Ugandan enters the money economy.
5️⃣Smart oil governance. “We shall manage our impending oil revenues with bulletproof institutional guardrails,” said the Minister, adding that oil revenue will be used to build infrastructure. He said the goal is for Uganda to become an oil producer but never an oil dependent economy.

For me, as a single mum of twenty years, my sole greatest achievement in life has been mothering my three children. Educating my children in the best private school wherever we lived has been my life’s hardest assignment. Beyond grooming them to excel at their academic work, in competitive sports and the arts, I have always insisted on raising good humans with solid character.
Single mothers in Uganda, my home-country, are judged very harshly. We are blamed for failing to remain married to the father(s) of our children. We are suspected of every form of immorality which we freely pass onto our clueless children. We are feared for constantly being on the look out for good men to snatch from other women, seduce for ourselves and sex in our beds in homes we share with our children. We are shamed for lacking the resources to meet all our children’s essential needs in a timely manner. Blah-blah-blah…
Our children grow up surrounded by these negative sentiments. If we do not balance between shielding them from and directly confronting these baseless value judgments, our children grow up believing we are wicked women. And so, for me, I encouraged direct age-appropriate communication with my children at all times and on any topic. They have always been free to engage with me whether alone, in twos or all three together. Any one of us has an equal right to raise any topic, and the rest must provide engaged audience and honest feedback - even around sensitive topics.
For younger single mums wondering how they will educate their own children, I routinely used to share tips that made the task easier over the years. The top four tips are:
1) Instead of paying all school fees in one big chunk at the start of a year, it was always easier for me to request and negotiate with school bursars to pay scheduled instalments for each of the children. These instalments were spread over the entire academic term, semester or year. This called for swallowing my pride, stilling fear and beating the shame of begging for an alternative payment model. In all cases, the school bursars were kind and considerate.
2) Bulk buying and storage of food stuff, toiletries, and essential household necessities ensured there was enough to cover our daily needs. At home, I always had favorite neighbourhood shopkeepers whom I patronised whenever I had money. When the money was tight, these shopkeepers kept an open book of items taken on credit by either myself, my children or one of my household members. When I was paid my monthly salary, I honoured our agreement by clearing all the debts in a timely manner.
3) I operated the same principle with a favorite clinic, pharmacy, bodabodaman, hair saloon, barber and any other regular service provider. When I had money, I paid well for their services to the children. When the money was tight, they trusted me enough to work on credit because I was known to pay my debts at the end of the month when salary came.
4) Ask for help from trusted family, friends and neighbours. Delegate responsibilities to other trusted adults who can delegate to you when their turn comes. Crowd source resources such as car-shares with families in the same residential area whose children attend similar sports clubs, swimming pools or concert practice. Give and take from parents in similar situations.
If I raised and educated three children, any and all other single mothers can raise and educate their children too! It was very difficult. I often had no sure sense of success. I often went through the hustle alone and fightened. I was sometimes judged harshly before I even started. But alas, the hard task of completing my children’s mandatory education is done!

Take away from a tax policy perspective:
1️⃣ Reduction in the threshold for PAYE, for Ugandans earning below UGX 335,000 have additional disposable income to take home.
2️⃣ We still have an income tax exemption for new businesses which started last financial; 3 years of not paying income tax.
3️⃣ Made easy the financial institutions i.e Microfinance area when it comes to taking reductions in respect to bad debts to inform the cost of credit.
4️⃣ Value Added Tax (VAT) threshold has been changed from 150m to 300m that reduces the cost of compliance.
5️⃣ Government has removed withholding VAT from businesses that use EFRIS to give more cashflow to the business and operate much better.
6️⃣ Waiver of penalty & interest has been extended provided you pay principal tax due 30th June 2025.

I first found this Mzee Charles, painting at a friend's home and was impressed by the attention to detailhe was paying to every drop of paint that went through his brush.
He carefully applied the brush, at times using his finger to apply filler material in corners where the tools could not reach.
When he had finished the work, the walls were so seamlessly painted, sparkling and glittering.
On asking him, he told me that he has been painting for the last 32 years since 1994, and that he has worked on many buildings, big and small across the country.
He told me about the evolution and journey of paints, painting and painting skills and technology in Uganda over the years.
For example, he told me about the stories of Sadolin, Neptune, Peacock and Robiliac paints that pioneered in this space, their characteristics, advantages and disadvantages.
He says that the weather guards,silk, pastes and colour scheming were very limited in the 1990s, explaining the expansion of the colour schemes beyond the 7 rainbow colours of ROYGBIV as we used to have that acronym to help cram the colours.
Months later when I had some painting work, I asked him to do it, and he has not disappointed.
He is honest, patient and respectful, and takes his time to get a perfect result. He is not the type who will rush through a task to get money and ran away.
"I want to do work so that whoever sees appreciates the effort in put in and the result of my hands and calls me back for more work or refers me to those in need of such services, " Charles told me recently.

RATIONALISATION OF GOV'T EXPENDITURE:
The PSST Dr @rggoobi has said that effective next FY 2026/27, @GovUganda will not spend money on organising public functions (public holidays) including: Women's day,Labour day,Independence day etc). He says money will only be spent on the few religious functions.
According to Dr.Ggoobi,H.E the President @KagutaMuseveni will address Ugandans on Radio and Television from State House,adding that the money saved will be used to finance the priorities of Gov't (ATMS & Enablers).

It is incredibly heartwarming to see policy and innovation translate into real-world impact.
Most Ugandans on third-party insurance think they're insured. They're not. They've just paid a legal fee to be allowed on the road.
Third-party covers the other guy. That's the entire job. If you hit a boda, MTP (Motor Third Party) pays him up to 1M for injury and 10M total across all victims in one accident. Your car, your bumper, your medical bills, your stress. Your problem.
And the actual price some people quote is wrong. MTP in Uganda right now is about UGX 76,000 a year which can slightly vary by provider.
Comprehensive is regulated at roughly 4% of your car's market value per year. A 20M Vitz costs around 800k. A 30M Noah sits at about 1.2M. A 50M Harrier is closer to 2M. An 80M Prado pushes 3.2M. Install a tracker and most insurers knock up to 15% off.
Here is the math nobody runs. If your car is worth 30M and you are paying 76k for MTP, you are sitting on a 30M asset with zero cover for theft, fire, your own accident damage, vandalism or the boda that hit and broke your side mirror and disappeared on Kampala Road in our usual crazy traffic.
One bad afternoon erases the asset. The 1.2M would have replaced it.
If your car is worth under 15M and you can absorb the full loss, third-party is reasonable. Above that if you are not insuring. You are gambling. And with the indiscipline and chaos on our roads, "the buying land & building a house guys" get to win eventually...😂

Today at Nakasero, I met Mr. Aliko Dangote and we discussed the proposed East African regional refinery.
I informed him that from the very beginning, we have always opposed the export of raw materials without value addition. That is why Uganda delayed oil production because we insisted on first having a refinery. Without refining our oil, it would not make economic or strategic sense to simply export crude oil while others benefit from the finished products.
I, therefore, welcomed the idea of a bigger regional refinery because our objective is African integration and shared prosperity. We cannot continue operating as fragmented and weak markets. If East Africa works together, such projects become more viable and beneficial to our people.
Uganda is ready to support the regional refinery initiative while also continuing with the development of our own refinery in Hoima.
