2. What was finally received at the time was not real fire engines but bush fire trucks, basically water tanks on a chassis with a hose. Just before Mashaba resigned, Sun admitted to the lack of engines.

1.Mashaba had plenty of time to ensure a correct tender process was in place. There was lots of photo opportunities of Mashaba and the responsible MMC Sun at the time. So it is disingenuous for Mashaba to now distance himself from the illegal contract.
