At 11 a.m. this morning, Thai armed forces, accompanied by heavy machinery such as excavators, entered An Ses area and other locations within Cambodian sovereign territory, and even laid barbed wire, despite strong objections from our forces. It is also worth noting that Cambodia recently arranged a visit by foreign military attachés to those locations on July 30, 2025, clearly demonstrating that these areas are part of Cambodian sovereign territory.
This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and security along the border between the two countries, as well as to the wider region. Cambodia calls on the international community — particularly partner countries that have worked tirelessly to help achieve this hard-won ceasefire and wish to see it fully and effectively implemented — to demand that Thailand immediately stop its aggressive actions and strictly respect international law, especially Cambodia’s sovereignty and territorial integrity.

Ministry of National Defense of the Kingdom of Cambodia Phnom Penh, 3 August 2025
The Spokesperson of the Ministry of National Defense of the Kingdom of Cambodia would like to inform the general public and the international community that, according to received information at 10:49 a.m. on 3 August 2025, the Thai military, in cooperation with Thai authorities, has instructed its remaining civilians in the border area of Surin Province to evacuate by tonight.
The same sources also confirmed that the Thai military plans to launch attacks along the border starting from the Tamone Thom Temple, Ta Krabey Temple, Preah Vihear Temple, up to the Anseh area. These attacks are expected to commence soon, prior to the scheduled meeting of the Extraordinary Meeting of the General Border Committee (GBC) on 7 August 2025 in Kuala Lumpur, Malaysia.
This planned offensive constitutes a violation of the territorial sovereignty of Cambodia before the GBC meeting, and it is a serious breach of the ceasefire agreement mutually agreed upon by both countries on 28 July 2025 in Kuala Lumpur, with Malaysia, the United States, and China as witnesses.
Cambodia appeals to the international community to help prevent this at all costs and urges the Thai side to immediately stop its planned aggression, if this information is true, and to respect the ceasefire agreement fully for the sake of peace and stability along the border areas of both countries and the entire region.
