@RoyAndTanya They were coming out of a fresh/brackish water ley at beesands in Devon. There was a consistent steady supply of them coming down this. Which flows out of the ley.
@RoyAndTanya Aww we Google lens one and it came up as bream. Looks like you right though. There were so many travelling down the brackish stream to the sea. Wikipedia says some do live in the sea.
