This video closely matches a well-documented 2019 animal cruelty case in Coachella, California.
On April 18, 2019, a woman was captured on surveillance video approaching commercial dumpsters (the type used by waste disposal companies) behind a Napa Auto Parts store. She carried a clear plastic bag containing seven newborn puppies—believed to be terrier mixes about three days old—and placed or tossed the bag into or next to a trash receptacle. A person rummaging through the trash discovered the bag roughly an hour later and brought it to the store. Animal services responded and rescued the puppies, who survived. The woman, identified as Deborah Sue Culwell (then 54), was arrested a few days later on suspicion of animal cruelty and abandonment. She was later charged with multiple felony and misdemeanor counts related to the incident.
