i don't really think it's a contortion. a board of trade is an "organized exchange or other trading facility". an 'organized exchange' is a type of trading facility (7 USC § 1a(37)), and a 'trading facility' directly requires trading between participants

While our prices are certainly higher than the current spot price of onions, there is no telling how spot prices could change in the future. If onions become extremely expensive, then purchasing contracts for future delivery is a great deal and presents an opportunity to resell your contract keys for profit.
