日本に害なす心悪しき外国人は、まさに祇園祭で祓うべき日本国にとっての悪疫そのもの。
祭りの神聖な祓いの音が不快なのでしょう。
祇園祭の神事によって祓われる対象の悪霊どもが騒いでいるわけですね。
