You would either have to have been asleep for the past twenty years, or had a lobotomy, to believe the national tote pool will be good for punters. Absolutely nothing done in the past twenty years has benefitted punters in any way, in fact the complete opposite. The idea that a national pool with reinvigorate the parimutuel pools without a reduction in takeout to compliment it, is absurd. The TAB already had a phenomenal monopoly in parimutuel betting, but aggressively cannibalised that advantage to move punters into fixed odds betting. Whatever deal was done, saw the TAB remain mainly silent as corporate bookies bet best tote and even further destroyed the parimutuel pools. The promotion of the World Pool, an absolute disaster for punters confirms the reality that administrators have no interest in rank and file punters.
Huge credit must go to Troy Corstens for pushing the concept of a Racing Futures Lab. It is exactly the kind of forward-thinking, proactive leadership the industry desperately needs right now.
Instead of circling the same old frustrations, Troy is trying to build a genuine structure to test bold ideas. If the Lab wants a strong starting point from a wagering perspective, it should explore a Wagering Sandbox, a contained, measurable trial on a short carnival designed to test a highly sustainable and thriving wagering ecosystem.
Instead of trying to fix the national landscape overnight, a pilot program could look at a few high-impact, modern concepts to see how they drive long-term player value:
1. Invert the Pricing Model (10% Tote & Betfair Tax Trial)
This should anchor the trial. Lower the Tote takeout rate to a flat 10% and reduce the tax framework for exchange betting so Betfair can heavily slash commissions.
The Macro Impact: By revitalising these low-margin, high-volume engines, you instantly shift the competitive landscape. It would naturally force corporate bookmakers to lower their own inflated fixed-odds market percentages to remain competitive, creating a much fairer, healthier environment for the consumer. This will instantly unlock the current stagnation of our betting ecosystem. Right now, money is completely stale. A bet is struck, the corporate bookmaker pocket it, and "dangerous" customers are restricted. By driving liquidity back to the Tote and Betfair, you restore the organic flow of capital.
2. Radical Open Data
Increase industry spend to ensure that sectional times, racing information and tracking databases are perfectly clean, correct, and completely free. As a non-negotiable step toward consumer confidence, we should look at successful overseas jurisdictions and borrow manageable transparency tools.
The Macro Impact: To build a thriving ecosystem where players can participate confidently, you have to democratise information. The cleaner the data you provide, the easier it is to build educational tools for the next generation. Proving to them that racing is a sustainable game of strategy, not a slot machine.
3. Embrace the "YouTube Golf" Model
Stop treating independent form analysts, podcasters, and racing creators like an advisory threat or a licensing target. Look at how the global golf industry completely revitalised its engagement by embracing "YouTube Golf," bringing a younger, massive demographic to the sport by working with creators rather than gatekeeping them.
The Macro Impact: Nobody is chasing an un-vetted open slather. This is about collaborating with the people who are actively doing the heavy lifting to educate the customer base, build deep engagement, and make the sport relatable to the next generation.
The Big Picture
We have to stop looking at wagering in a vacuum. The goal of fixing the betting product isn't just about the punter, it's about the entire health of the sport.
When customers can survive and thrive over years rather than months, they turn their capital over repeatedly. That flowing capital is what generates the revenue needed to fund prize money, offset skyrocketing participant costs, protect breeding structures, and keep our best horses from being forced overseas.
I genuinely hope Troy’s concept gains the traction it deserves where it is needed most. This isn't just about a better betting product; it's about restoring balance, commercial health, and long-term sustainability for the entire industry and ALL its participants, from the stable staff and trainers to the owners and punters.
