@InspGadgetBlogs I’m guessing they want more time on the golf course. Many of the most prolific criminals are aged between 12-14. If there is no deterrent there is no way to stop them. Parents will train them in theft and carry on the family tradition with nothing the law can do to stop them.

Law says an under 10 year old lacks men’s rea. This no crime. But no govt wants all recording with the child listed as a suspect.
