NEW: Speaker Johnson will swear in Rep.-elect James Gallagher (R-CA-1) today who secured enough votes to avoid an August runoff.
Gallagher replaces the late Rep. Doug LaMalfa and was expected to face a runoff in the district which would have delayed filling the seat until later this year.

FIRST ON FOX: A bipartisan effort to put the Secret Service directly under White House supervision is underway.
Democrat Rep. Jared Moskowitz and Republican Rep. Russell Fry are introducing legislation that would transfer the Secret Service away from DHS oversight and make the agency a direct report to the White House.
The move is part of a broader package of bipartisan reforms from Moskowitz, which would also make FEMA an independent Cabinet-level agency and move TSA under the jurisdiction of the Department of Transportation.
"Going to Butler, talking to Secret Service, is when I realized, well, the Secret Service is suffering the same problems that FEMA is suffering." — Moskowitz tells Fox News Digital
He says the goal is to cut red tape at DHS that impedes its subagencies’ ability to function — an observation he saw up close as a member of the congressional task force investigating the first assassination attempt against Trump.
I have been contacted by Swalwell’s office and informed that he will be submitting his letter of resignation shortly, with an effective date of Friday, so that he may transfer his staff and office administratively to the House Clerk. I am hearing the same will be done regarding Gonzalez. I have my motion to expel ready to go and am waiting on his official letter. Once I receive it, I will formally withdraw my motion. We want to ensure the staff is taken care of, therefore, I will be accepting the letter once it is sent.
NEW: More than a dozen swing-district House Democrats, let by Battleground Chair Susie Lee, write to Mike Johnson and Hakeem Jeffries urging them to direct House Ethics to "expedite" its investigations into members accused of wrongdoing so the House can take swift action.

SCOOP: Pam Bondi is OUT as Attorney General.
Sourcing confirms to me and @EmmColt that the AG met with Trump at the White House before his Iran speech Wednesday night.
They say Bondi already flew back to her home in Florida.
GOP conference chair Lisa McClain making the case that ICE/CBP money must be a part of any DHS funding bill:
"Border deserves a guarantee. I'm not willing to roll the dice on 'Oh, let's try and do it in reconciliation.' No. Let's do what the American people sent us here in the 24 election to do, and that's make sure our people are safe and our borders remained closed."
