The text was specific: "...lying outside the lines described in Article III of that Treaty and particularly to the islands of Cagayan [Mapun], Sulu and Sibutu and their dependencies."

It was not intended to be generic which Carpio wants us to believe. A glaring proof of his intellectual dishonesty!

The Treaty of Washington specifically enumerated the islands in southern Philippines that you mentioned, nothing else.
