Text of the Islamabad Memorandum of Understanding on Ending the Imposed War

🔸 1. The Islamic Republic of Iran and the United States of America, and their allies involved in the present war, by signing this Memorandum of Understanding, declare the immediate and permanent cessation of military operations on all fronts, including in Lebanon. They undertake not to initiate any war or military operation against one another in the future, to refrain from the threat or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement on the permanent termination of the war on all fronts, including in Lebanon, shall confirm the provisions of this clause.

🔸 2. The Islamic Republic of Iran and the United States of America undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.

🔸 3. The Islamic Republic of Iran and the United States of America commit to conducting negotiations and reaching a final agreement within a maximum period of 60 days, extendable by mutual consent.

🔸 4. Immediately upon signing this Memorandum of Understanding, the United States shall begin lifting its naval blockade and any harassment or obstruction against the Islamic Republic of Iran, and shall fully terminate the naval blockade within 30 days. During this period, maritime traffic shall be maintained in proportion to pre-war levels as determined by the Islamic Republic of Iran. The United States also undertook to withdraw its military forces from the areas surrounding Iran within 30 days following the final agreement.

🔸 5. Upon signing this Memorandum of Understanding, the Islamic Republic of Iran shall make its utmost efforts to ensure the safe passage of commercial vessels, free of charge for a period of 60 days, through the Persian Gulf to the Gulf of Oman and vice versa. Commercial navigation shall resume immediately and, subject to the removal of technical and military obstacles and mine-clearing operations by Iran, shall be fully restored within 30 days. Iran and the Sultanate of Oman shall discuss the future administration and maritime services in the Strait of Hormuz in accordance with applicable international law and the sovereign rights of the coastal states of the Strait of Hormuz, while also consulting with other Persian Gulf littoral states.

🔸 6. The United States undertakes, together with its regional partners, to establish a mutually agreed program for the reconstruction and economic development of the Islamic Republic of Iran, with funding of no less than $300 billion. The implementation mechanism for this program shall be finalized within 60 days as part of the final agreement. All necessary approvals, waivers, and licenses required for the relevant financial transactions shall be provided by the United States.

🔸 7. The United States undertakes to terminate all forms of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, resolutions of the Board of Governors of the International Atomic Energy Agency (IAEA), and all unilateral U.S. sanctions, whether primary or secondary, according to a mutually agreed timetable as part of the final agreement. Iran and the United States acknowledge the fundamental importance of lifting sanctions and express their intention to address these matters promptly in negotiations in order to reach a mutually acceptable agreement.
