Chloe Spencer, 23, & Daniel Spencer, 35, the mother & stepfather of 5-year-old Missy Mogle, have been charged with second-degree murder, aggravated battery on a child, child neglect with great bodily harm, & failure to report child abuse in Tallahassee, Florida.

On May 19, Tallahassee police responded to a report of an unresponsive child at the 4100 block of Kipling Court. Missy's grandfather was performing CPR on her, but she was pronounced dead at the hospital. Her parents claimed Missy had "behavioral issues" & would hold her breath during tantrums. Daniel Spencer stated he argued with Missy, then left her standing in her bedroom, closing the door. After several minutes, he found her not breathing.

Responding officers noted "suspicious bruising & injury patterns" on Missy's body. An autopsy determined she was malnourished & died by homicide. Investigators found security camera images from Missy's bedroom allegedly showing Daniel "physically abusing" her by hitting, violently pulling her arms, shoving her face into a bed, binding her feet & hands, & covering her with pillows & comforters. Her blood was found on her bedding. Other photos allegedly showed Chloe "standing over" Missy with an object, & Chloe later admitted hitting the girl with a shoe.

Daniel Spencer had a criminal record, having been convicted last month of child sex crimes, including traveling to meet a minor, & was out on bail awaiting sentencing for that case. Tallahassee Police had also investigated accusations of Daniel sexually abusing Missy last year, but no arrests were made due to "insufficient probable cause." Both Chloe & Daniel Spencer have pleaded not guilty & remain held without bond.

Undercover in Los Angeles, James O’Keefe uncovered an election fraud pyramid scheme operating on Skid Row.

In Part II of Cash for Ballots, series hidden camera footage shows petition circulators paying homeless individuals $2–$3 per form to sign ballot petitions using the names and addresses of real registered voters and forging their signatures. Circulators provided printed lists of voters, assigned identities, and directed the homeless individuals exactly what to write, monitoring them to ensure the information matched so the circulators get paid.

“If you mess up, I can’t get paid.”

The conduct captured appears to violate multiple California felony statutes, including Elections Code §18613 (signing another person’s name to a petition), Penal Code §470 (forgery), Elections Code §18601–18602 (paying for petition signatures), and Penal Code §470 (forging signatures).

The OMG team and Cam Higby visited addresses tied to the voters' names being used. One resident said the named voter had not lived at the address for nearly a decade, yet election mail was still being delivered.

“Doesn’t live here, uh I bought this house nearly 9 years ago. The only reason I know that name, is because we still get her mail.”

“i always feel really weird when I get the voting ballot. Cause like, you know, obviously that’s fraudulent.”

Event materials indicated that parents and legal guardians were not permitted to attend, and that supervision would be provided by unnamed volunteers. 

Excluding parents and guardians from a student-focused event creates a lack of transparency, and undermines established best practices for youth safety. 

Students are widely recognized as a vulnerable population, they are in critical developmental stages, and especially susceptible to influence. For this reason safeguarding measures, parental involvement and transparency are essential. 

All board of education members on this room are mandated reporters under state law, as I am. 

Based on the circumstances surrounding this event a report was made to Child Protected Services."
