@AgileJebrim What I meant is somewhere in Microsoft org chart there is DirectX business unit and they produce horizontal black box layer, that other teams use. Other teams can't directly contribute to DX other than asking DX devs to implement something for them. How would your org chart look?
@AgileJebrim It seems like there shall be some Core functionality established first: a common way to draw pixels, save to disk, send over the wire etc. Then a feature can be implemented vertically on top of the Core.

You perhaps still want some coherent horizontal layers before vertically slicing features?
Otherwise you end up with every vertical unit writing data to disk and sending over the wire in their own way.
