This is the most brazen distortion of history that this woman has engaged in. She is either too stupid to understand that the Kremlin NEVER intended for the Minsk Agreements to work — they were a way of putting pressure on Kyiv to submit to Moscow — or she is an absolutely shameless liar. My money is on the latter.
