The shutdowns of oil refineries (NPRs) are affecting not only the fuel market but also oil production. Small oil companies in Tatarstan have already begun to shut down wells because they have no one to sell the extracted oil to. At the same time, they still have to pay taxes and salaries, according to "BUSINESS Online," citing sources in the industry.
