And when I pay extra for the 70B parameter model from the inference provider... how do I know if I am getting the real answer I paid for or if they've shaved bits off the model to save money?

Not quite. When you run models at speed you surrender the math to the GPU which can choose how to accumulate the math. Across hardware you rarely get the same bit exact answer.
Even on the same machine if you breathe too hard (e.g. the GPU spikes for a backup process) your answer changes.
