This is not just a policing issue, it’s also majorly a city-planning & management issue. Delhi builds massive parks and infrastructure as isolated parcels, then neglects lighting, active edges, footfall and last-mile connectivity. Women’s safety must be designed into the city.

Almost 10 p.m in Delhi. It’s above 36 c. Feels hotter. Please folks, don’t argue ‘summer is summer’ and ‘it is no big deal.’ For the vast majority of people in this city, India’s capital, nights are not soft and silky and air-conditioned. Today, I took two Uber rides and both drivers said they had not slept for several days now. There are also fewer passengers. These are hard times. The days are hotter. The nights are hotter. There are also more days when it’s extremely hot. ‘Urban heat island’ effect makes city life unbearable. If we don’t understand the science behind this, chop trees, concretize more in the name of ‘development’ we will make it even worse and the price will be one which no one would want to pay.
Today was insanely hot. My auto driver said he couldn’t sleep last night. He has a fan in his one-room home in Sangam Vihar. The night - time temperatures are also very high. His coping strategy - wipe the floor with water through the night and lie down on the bare floor. I walked about 3.5 kms this evening, much less than my usual. After 7: 30 pm. We have to talk more about high night temperatures. People are turning up for work, are driving, walking , all groggy-eyed. No sleep.
Only 8% of Indian households have air conditioning and even then very, very few can afford to run ACs 24/7. Less than 15% have an air cooler. Which means more than three quarters of India’s population are like the auto driver I talked to.
The only cooling device in face of extreme heat is a fan.
The express series on landmark cases helmed by @apurva_hv is fab and should get more backing to expand it into a book length project. It will make for great reading. For instance, working a democratic constitution and people’s constitution both have that kind of approach.
