กองทัพบก นำคณะทูตนานาชาติ-สื่อ ลงพื้นที่ชายแดนอุบลฯ-ศรีสะเกษ ตรวจสอบความเสียหายพลเรือนจากการรุกรานกัมพูชา พร้อมแจง 2 ประเด็นสำคัญ

วันนี้ (1 สิงหาคม 2568) กองทัพบก โดย พลโท อานุภาพ ศิริมณฑล รองเสนาธิการทหารบก ในฐานะหัวหน้าคณะฝ่ายกองทัพบก ร่วมกับ นายรัศม์ ชาลีจันทร์ ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศ ผู้แทนกระทรวงการต่างประเทศ พร้อมคณะฯ ได้นำคณะเอกอัครราชทูตและอุปทูตจาก 11 ประเทศ ได้แก่ สหรัฐฯ จีน บรูไน ญี่ปุ่น เมียนมา มาเลเซีย ลาว อินโดนีเซีย สิงคโปร์ เวียดนาม และฟิลิปปินส์
.
รวมถึงคณะทูตทหารจาก 23 ประเทศ ได้แก่ จีน มาเลเซีย ปากีสถาน เกาหลีใต้ รัสเซีย สิงคโปร์ เยอรมนี อินเดีย ลาว แคนาดา ฝรั่งเศส สหรัฐอเมริกา ฟิลิปปินส์ ญี่ปุ่น เวียดนาม อิตาลี เนเธอร์แลนด์ อินโดนีเซีย สวีเดน สวิตเซอร์แลนด์ บรูไน ตุรกี และสหราชอาณาจักร พร้อมด้วยสื่อมวลชนทั้งไทยและต่างประเทศรวมทั้งสิ้นกว่า 150 คน ลงพื้นที่ชายแดนไทย–กัมพูชา ในพื้นที่จังหวัดอุบลราชธานีและศรีสะเกษ

การลงพื้นที่ครั้งนี้มีวัตถุประสงค์เพื่อรับฟังการบรรยายสรุปสถานการณ์ ตรวจสอบ และสังเกตการณ์ผลกระทบที่เกิดขึ้นกับพลเรือนไทยจากการใช้อาวุธระยะไกลของฝ่ายกัมพูชา ซึ่งเป็นผลมาจากเหตุการณ์ตึงเครียดระหว่างไทย–กัมพูชา และถือเป็นการกระทำที่ขัดต่อหลักกฎหมายสากลและหลักมนุษยธรรมระหว่างประเทศ
.
ในการนี้ ได้มีการชี้แจงเพิ่มเติมใน 2 ประเด็นสำคัญ เพื่อให้คณะฯ ได้รับทราบข้อเท็จจริงในพื้นที่อย่างรอบด้าน ดังนี้
.
ประเด็นที่ 1: กรณีผู้ถูกควบคุมตัว
จากสถานการณ์ความขัดแย้งระหว่างไทยกับกัมพูชาในช่วงที่ผ่านมา ได้ยกระดับเป็นการใช้กำลังทางทหาร ซึ่งส่งผลให้ฝ่ายไทยสามารถควบคุมตัวทหารกัมพูชาได้จำนวน 20 นาย โดยทั้งหมดมีสถานะเป็น “ผู้ถูกควบคุมตัว” ที่อยู่ภายใต้ความคุ้มครองตามกฎหมายระหว่างประเทศ โดยเฉพาะอนุสัญญาเจนีวา และกฎหมายภายในของประเทศไทย ซึ่งกองทัพบกยึดถือปฏิบัติอย่างเคร่งครัดมาโดยตลอด
.
ทั้งนี้ ในวันนี้ ฝ่ายไทยได้ดำเนินการส่งตัวผู้ถูกควบคุมตัวจำนวน 2 นาย คืนให้กับฝ่ายกัมพูชา ผ่านจุดผ่านแดนถาวรช่องจอม จังหวัดสุรินทร์ เมื่อเวลา 10.30 น. โดยทหารที่ถูกส่งตัวกลับนี้ มี 1 นายได้รับบาดเจ็บ และอีก 1 นายป่วยทางจิตเวช การส่งตัวผู้ถูกควบคุมตัวในครั้งนี้เป็นไปตามหลักมนุษยธรรมภายใต้อนุสัญญาเจนีวาและกฎหมายระหว่างประเทศอย่างครบถ้วน นอกจากนี้ ฝ่ายไทยจะยังคงดูแลผู้ถูกควบคุมตัวที่เหลืออยู่ทั้งหมดอย่างดีที่สุดตามหลักสิทธิมนุษยชนต่อไป

ประเด็นที่ 2: กรณีการนำคณะทูตทหารกัมพูชาไปยังพื้นที่ช่องอานม้า
.
เมื่อวันที่ 31 กรกฎาคม 2568 ที่ผ่านมา ฝ่ายกัมพูชาได้นำคณะทูตทหารประจำประเทศกัมพูชาเดินทางไปยังพื้นที่บริเวณช่องอานม้าและอนุสาวรีย์ตาอม แม้ว่าสถานการณ์ในพื้นที่ดังกล่าวยังคงไม่ปลอดภัยสำหรับการเดินทางของคณะนักการทูตก็ตาม

กองทัพบกขอยืนยันว่า พื้นที่ช่องอานม้าเป็นดินแดนอธิปไตยของประเทศไทย ซึ่งฝ่ายกัมพูชาได้รุกล้ำเข้ามาก่อสร้างสิ่งปลูกสร้างและนำประชาชนเข้ามาอยู่อาศัย อันเป็นการบิดเบือนข้อเท็จจริงและละเมิดข้อตกลงระหว่างประเทศอย่างชัดเจน

ที่ผ่านมา ฝ่ายไทยได้ยื่นหนังสือประท้วงการกระทำดังกล่าวตามบันทึกความเข้าใจ (MOU) ปี 2000 ไปแล้วหลายครั้ง แต่ไม่ได้รับการตอบสนองจากฝ่ายกัมพูชา และยังคงมีการก่อสร้างเพิ่มเติมอย่างต่อเนื่อง โดยเฉพาะการสร้างอนุสาวรีย์ ซึ่งมีเจตนาเพื่อใช้เป็นเครื่องมือสร้างข้อได้เปรียบในการอ้างสิทธิ์เหนือดินแดนอธิปไตยของไทย

สำหรับความเสียหายที่ปรากฏในสื่อมวลชนเมื่อวานนี้ เกิดจากการสู้รบในพื้นที่ดังกล่าว โดยฝ่ายไทยมีเป้าหมายในการโจมตีทางทหารซึ่งฝ่ายกัมพูชาใช้สิ่งปลูกสร้างของพลเรือนเป็นที่กำบัง อย่างไรก็ตาม ขอยืนยันว่าไม่มีพลเรือนไทยได้รับบาดเจ็บหรือเสียชีวิตจากเหตุการณ์ดังกล่าวแต่อย่างใด

Today (August 1, 2025), the Royal Thai Army (RTA), led by Lieutenant General Anuparp Sirimonthon, Deputy Chief of Staff of the RTA and head of the Army's delegation, together with H.E. Mr. Russ Jalichandra, Vice Minister for Foreign Affairs representing the Ministry of Foreign Affairs, and their accompanying delegation, brought ambassadors and chargés d'affaires from 11 countries (including the U.S., China, Brunei, Japan, Myanmar, Malaysia, Laos, Indonesia, Singapore, Vietnam, and the Philippines).

Also joining were military attachés from 23 countries (including China, Malaysia, Pakistan, South Korea, Russia, Singapore, Germany, India, Laos, Canada, France, the United States, the Philippines, Japan, Vietnam, Italy, the Netherlands, Indonesia, Sweden, Switzerland, Brunei, Turkey, and the United Kingdom), along with Thai and international media representatives, totaling over 150 people. They traveled to the Thai-Cambodian border in Ubon Ratchathani and Sisaket provinces.

The purpose of this visit is to receive briefings on the situation, inspect, and observe the impact on Thai civilians caused by Cambodia's use of long-range weapons. These actions stem from the tense situation between Thailand and Cambodia and are considered violations of international law and humanitarian principles.

During this visit, two important issues were further clarified to provide the delegation with comprehensive facts on the ground:

Issue 1: Case of Detained Personnel
.
The recent conflict between Thailand and Cambodia escalated to the use of military force, resulting in the Thai side detaining 20 Cambodian soldiers. All of these individuals are classified as "detained persons" who are under the protection of international law, particularly the Geneva Conventions, and Thailand's domestic laws, which the Royal Thai Army has strictly adhered to throughout.

Today, the Thai side proceeded with the repatriation of two of these detained personnel to the Cambodian side via the Chong Chom Permanent Border Checkpoint in Surin Province at 10:30 AM. Of the soldiers being returned, one sustained injuries, and the other is suffering from a psychiatric condition. This repatriation of detained personnel was conducted in full accordance with humanitarian principles under the Geneva Conventions and international law. Furthermore, the Thai side will continue to care for all remaining detained personnel to the best of its ability, in line with human rights principles.

Issue 2: Case of Cambodia Leading Military Attachés to An Ma Pass Area
.
On July 31, 2025, the Cambodian side led military attachés stationed in Cambodia to the area of An Ma Pass and the Ta Om Monument, despite the situation in that area still not being safe for diplomatic travel.

The Royal Thai Army reaffirms that the An Ma Pass area is sovereign Thai territory. The Cambodian side has encroached upon it by constructing buildings and bringing its citizens to reside there, which clearly constitutes a distortion of facts and a violation of international agreements.

In the past, the Thai side has submitted numerous protest letters regarding these actions under the 2000 Memorandum of Understanding (MOU) but has received no response from the Cambodian side. Moreover, construction continues to increase, particularly the erection of the monument, which is evidently intended as a tool to gain an advantage in claiming sovereignty over Thai territory.

Regarding the damage reported in the media yesterday, it resulted from fighting in the aforementioned area. The Thai side's objective was to target military installations where Cambodian forces were using civilian structures as cover. However, it is confirmed that no Thai civilians were injured or killed in that specific incident.
