America has full employment I lived there before the current recession and the ratio of number of businesses to total population is around 10%. That’s the only way… there’s no magic in this things.

Only way to reduce unemployment is to create more businesses. With a population of 69 million you need minimum 6 million registered businesses. South Africa has half.
