Prepare a report on the status on the ground by Taluk and give it to the state government

Then demand change armed with full data.

BTW, to answer your question, it was a Brahmin who fasted for days demanding entry of all Dalits into Pandharpur temple and eventually succeeded. It was he who empowered Dalits. Sane Guruji.
