yes utena has a lot more themes going for it besides romance but those themes literally go hand in hand with it, you cannot have the “breaking of the egg” without utena’s love for anthy (or anthy’s love for her in adolescence) the true larpers are those who call it doomed yuri
a major point of utena is utenanthy’s love being so strong that it defies the odds stacked against both and helps them to break free together from the cyclical patriarchal abuse inflicted upon them, their romance is the driving force of the narrative in the series and the movie
utena fans denying it’s a yuri because it explores other themes besides romance is the equivalent of shounen fanboys trying to say their series is soft seinen because it’s “darker” than the average battle shounen
