This engagement is also aimed at gathering views on the budget strategy and priorities for FY 2027/28.

As earlier noted the Microfinance State Minister @SMusherure is leading the team in Fort Portal City. She shared with LG leaders the feedback on FY 2026/27 budget concerns & the key service delivery issues requiring local government attention,including persistent staff absenteeism and weak performance.

Today, I received a delegation from @IRA_Uganda, led by Acting CEO Dr. Protazio Sande. They briefed me on the vital role the insurance sector plays in driving Uganda’s economic growth and advancing financial inclusion. I commended IRA for their work and urged them to continue ensuring the industry remains financially sound, well-regulated, and accessible to all Ugandans.

I met with the Board and Management of the Public Procurement and Disposal of Public Assets Authority (@PPDAUganda), led by Board Chairperson Julius Ishungisa and ED Can. Benson Turamye.
Over 60% of our national budget goes through public procurement—from roads and schools to healthcare and energy infrastructure. Ensuring these funds deliver the right quality, at the right price, and on time is non-negotiable for our long-term fiscal stability.
While respecting PPDA’s independence as a regulator, I reaffirmed my commitment to support their key reforms and digitalization agenda before Cabinet and Parliament. Moving away from slow, paper-based processes through the Electronic Government Procurement System (eGP) will bring greater transparency, curb corruption, and protect public resources.
We remain dedicated to building a faster, modern, and results-driven procurement system that delivers for all Ugandans.
I had a constructive engagement with leadership from the Uganda National Traders Alliance (UNATA), led by President Godfrey Katongole.
We discussed key issues affecting local businesses, including taxation, counterfeit goods, trade order, fair tax assessments, and access to affordable finance.
Our business community is central to Uganda's economic growth. The Government remains committed to ongoing dialogue, taxpayer education, and working toward practical solutions to support sustainable trade.

Today, together with @henrymusasizi1 and our team appeared before the Parliament's Committee on Finance to present the Government’s position on the recommittal of the Income Tax (Amendment) Bill, 2026 and the Excise Duty (Amendment) Bill, 2026, as returned by H.E. @KagutaMuseveni.
Our proposed amendments aim to strike a vital balance between robust revenue mobilization, environmental care, and protecting local industry:
🔹 Income Tax (Clause 11): Subjecting land-based casino winnings to a 15% withholding tax—bringing them in line with online casinos to block tax leakage and raise UGX 65 Billion. 🔹 Excise Duty (Clause 2(e)): Moderating the proposed 25% levy on single-use plastics to shield local jobs, production costs, and competitiveness, while still generating an incremental UGX 3 Billion.
