A Balanced Look at the Parish Development Model (PDM)
The Parish Development Model was designed with a clear purpose: to help Ugandan households move from subsistence living to the money economy — where families earn regular income, build assets, and improve their quality of life.
There is real potential in the model. It brings planning and resources closer to the parish level through the Parish Revolving Fund and SACCOs. Several households and enterprise groups have already used the support to expand farming, start small businesses, and generate income.
These successes show that when funds are used productively and with proper guidance, PDM can deliver meaningful results.

Understanding the Parish Development Model (PDM).
The Parish Development Model (PDM) is a Government of Uganda initiative designed to bring real development closer to the people. Its main purpose is to help families shift from subsistence living — where you produce just enough to eat — to the money economy, where you earn steady income, create jobs, and build a better future right at the parish level.

How PDM Actually Works?
Each parish receives funds (around UGX 100 million annually) into a Parish Revolving Fund, managed through the local PDM SACCO.
Support is mainly given to organised enterprise groups like poultry farmers, crop growers, or piggery keepers. Selected households can access up to **UGX 1 million as a low-interest loan to grow their businesses. The money is repaid and then given to others in the same parish, creating a continuous cycle of opportunity. There is special focus on women, youth, and persons with disabilities.
Remember, PDM funds are loans meant for productive business use — repaying on time keeps the opportunity alive for more families.

Real Impact of the Parish Development Model (PDM).
Meet Mr. Patrick, a poultry farmer from Katakwi Village, Butebo Sub-county.
With PDM support, he has built a successful poultry business. He feeds 70 birds using only 10kg of feed per day and earns a clean profit of UGX 20,000 daily.
He collects 45 eggs every day, hatches them, and sells the chicks at UGX 2,500 each. From one batch, he generated UGX 575,000 in revenue and made a profit of UGX 425,000 after costs.
“This money is not little,” says Mr. Kedi Patrick. “PDM is working for us!”
His story shows how PDM is helping farmers move from subsistence to a real money economy — creating income and self-reliance right at the parish level.
