It depends solely on the academy you attended, your state, and how they train.
Not all cops get the same training. So the priority needs to be, reforming the SHITTY ACADEMIES that police recruits are being sent to.

Non-lethal hand-to-hand is taught exceptionally well in the academy I attended. You literally learn skills, and practice them with your classmates. Damn near boxing, wrestling, quick takedowns, etc.
