@SCProcedure However the SC itself didn't hold a formal meeting on the issue of RU continuing USSR and no recommendation was issued. A tacit approval of the membership doesn't exist in the UN Charter. A year after SC and GA acted completely in different way re FRY - adopting resolutions.
