Apache is way advanced heavy duty attack helicopter where as the LCH as name suggests is light attack meant for mountains. There is a vast difference in avionics, engine power, weapon systems etc hence a major diff in price.
HAL @HALHQBLR is building the first 15 "limited series production" Light Combat Helicopters (LCHs) for Rs 125 crore ($16.5 million) each -- one-third the cost of the Apache.
Awaiting a formal contract, HAL is building with Rs 1800 crore of its own funds.

There is certainly a need to take up this serious issue with UP CM. No harm in doing so citing specific issues. All transformers have 6-7 feet tall grass growing in their enclosed areas which is a fire hazard but nobody is bothered to clear it.
