@MarkTrocinski @USCIS There was a huge rollover in FY2021 and USCIS wasted 80,000 visas that they could have approved — rollover is not subject to the 7% cap. They’re set to waste even more this year. That’s not Congress, that’s a USCIS failure to do their job.
