Today President Trump, @CommerceGov and Secretary Lutnick announced the signing of 9 letters of intent to provide $2.013 billion in federal incentives under the CHIPS and Science Act in the quantum computing and first quantum chip foundaries sectors.
These funds will support a portfolio of quantum companies, including two domestic quantum foundry companies and 7 quantum computing companies to accelerate solving the most critical technology challenges in the race to develop utility scale, fault-tolerant quantum computers.

IBM wants to turn its captive quantum fab into an industry fab. A proposed $1B CHIPS award + $1B @IBM cash plus IP and workforce spins out "Anderon", what could be America's first foundry purpose-built solely for quantum manufacturing.
Not greenfield. IBM has been fabricating Loon and Nighthawk on 300mm at NY CREATES Albany since November 2025. Anderon is the corporate spinout, capitalized for merchant scale. Superconducting qubits and supporting electronics first, with stated intent to expand modalities.
When I toured Albany NanoTech a couple of years ago, the read was R&D campus, not high-volume manufacturing.
It's a Letter of Intent. The $1B is proposed, not awarded. Definitive agreements still to come.
CHIPS Act scope expansion is the right call. National security and economic value don't stop at 2nm.
Three U.S. paths to quantum manufacturing are now in motion. SkyWater (IonQ-owned) takes third-party work as a general-purpose foundry. PsiQuantum runs photonic at GlobalFoundries. Anderon enters as the only dedicated, focused, and government-backed. The U.S. quantum merchant market just got more serious.
