And some increase in carpooling can be expected solely due to the faster speeds on the HOTTER lane, without paying people to carpool.
@BobPishue@JN_Seattle@EnoTrans@MinetaTrans@paulminett You actually NEED the tolls as a way to keep demand below the capacity of the HOTTER lanes and keep the HOTTER lanes free-flowing. Without tolls everyone would want to use the HOTTER lanes and they would not be so "hot" anymore.

The "market" is the total number of drivers on the freeway before HOTTER lanes. 12% of these drivers shift to passenger mode with HOTTER lanes. That reduction increases HOTTER lane speeds.
