Because we have not figured out how to control gravity as confined to an exact space in a public setting. But I think it would provide more a Urban living space, once we figured out how to deal with the hydraulics of the plumbing.

I saw it as I grew up in it - as one of the future residents- as occurring cross societal, thus holding a broadest sweep of those concerned with rights and the future in its grasp. That means families. Men return from war, build the society and better paying jobs, with GI bill.
