Why is SCPD not busting all this dealing to make SC safer? I saw with my own eyes. Do the officers need training drug dealing?

Today 9/12/20 just outside the Santa Cruz Westside Farmers Market at about 12:40pm cops (SCPD) tackled, tasered & arrested an unarmed man.
