Tweak the field and goal size, but more important allow hands under certain conditions, such as lopsided onside conditions which favor sprinting ability, strategy and risk. Deaden the ball and make it curve more. Bring in power plays like hockey. If the refs are going to influence the game, let it be obvious.

And the most out of adjustment games are soccer and basketball on either end of the extreme. Basketball should have had the basket raised to 15 feet long ago: take away the height advantage and you would have a skill game that scores like football and is wildly exciting. Tweak the field size and the ball and goal design and allow the hands on the ball under certain conditions and soccer would score like baseball and would also improve appeal.
