It is called a non-refundable rate and is usually cheaper than refundable rates. You always have the choice.

Combined with the estimated 1.4 million Texans who are eligible to vote but aren't registered, almost 11 million Texans who could have voted didn't.

@scott_leighton As a retail worker, I think they should stay. They create a barrier that is much needed between the cashier and overly entitled customers who don’t understand personal space, and customers who like to reach over the counter and grab what’s not theirs.
