They did this with Truckers and Electrical Engineers, Americans wanted $150-200k to do Electrical Engineering. They cried shortage and brought in a H1B for $75-90k.

American Truckers wanted $90-110k, again they cried shortage and brought in migrant workers for $50-80k.
