If anything, Botswana further demonstrates just how much colonialism underdeveloped Africa and what a challenge it has been for African nations to fully rid themselves of the lasting effects of colonialism.
Vietnam was able to achieve this through a revolutionary break with the colonial system. It's difficult to achieve this in Africa with people who are too busy apologizing for colonialism rather than destroying it to build something new.

This is something that people are typically not aware of, but which is a good illustration that China is more open to the West than vice-versa: there are literally hundreds of international schools in China, managed by Westerners and, oftentimes, directly by Western governments.
This is the case of French schools for instance, which I know quite a bit about given that my two daughters attended the French school in Shanghai. Under the so-called "AEFE" system all French international schools globally are managed by the French government, only have French teachers, and follow the French curriculum with zero difference in what kids are taught in China vs France.
The rule, AFAIK, is that to attend these schools the kids need to have a foreign passport, which in practice is the case of a very large number of kids in China from international marriages, Chinese who obtained foreign citizenship while living abroad and then returned, and of course of expat families working in China.
Imagine the outcry if the opposite were the case: a Chinese school in France managed by the Chinese government. It's basically unthinkable, even if these schools were only opened to Chinese kids.
Heck we don't need to imagine the outcry: we just need to see what happened with China's Confucius institutes which were just language and cultural centers - and yet were so intolerable to us that we systematically shut them down across the West.
The end result is that you get thousands of kids in China with an intimate understanding of the West, which is a good thing for China - it's that type of deep understanding that gives China a structural advantage in understanding and engaging with us.
Just another illustration that the West is more ideological than China: we are way more uncomfortable with what it'd take to understand them than they are in understanding us, to our own detriment 🤷♂️
