The NPP Policy Committee on Health has released the official, documented timeline and financial breakdown of the Afari Military Hospital project.
This addresses commentary started by Hon. Kennedy Agyapong, who claimed the administration did nothing in 8 years.
Here is the exact chronology and the undeniable facts:
1. Between 2008–2013: The hospital was first contracted for a site at Sofoline, Kumasi. It underwent multiple site relocations before finally settling at Afari.
2. In 2014, Physical construction officially began at the Afari site.
3. In December 2016, after years of delays, physical construction stood at just 40% completion.
4. Between 2017 – 2024, under the NPP administration, the project transitioned into an accelerated phase, advancing steadily from the 40% baseline. As of September 2024, key infrastructure benchmarks reached near-completion:
a. Civil works on the core hospital: 97.5%
b. Core hospital facility overall: 92.5%
c. Architectural works: 87%
d. On-site road networks: 80%
e. Landscaping & Support facilities (including staff housing): 77%
5. By January 2025 overall project completion officially hit 98%. Suggestions that the facility stands at 60% are completely false.
6. On the Financial Status, the original US$180 million contract sum (financed by loan) has been paid in full.
7. The US$19.3 million for earlier relocation delays has also been paid in full.
8. Out of a negotiated US$3 million extra claim, US$2.5 million has been paid.
9. The only amount outstanding to the contractor is US$500,000, NOT the US$85 million being claimed by some officials.
10. Per Article 4 of the Party's Constitution, all senior members—including Hon. Kennedy Agyapong—are reminded that public commentary must rest strictly on established facts.
