Good research report from @p_ferragu today diving into why AVs are not scaling faster on their own (i.e. outside Uber's network). Fixed supply providers suffer from a loss in utilization as they scale beyond a certain level - starkly in contrast to flexible supply ridersharing networks. So the choice is to scale to a small level of multiple cities or lose a lot of money per city to scale higher.
While I agree with Dr. Paine's overall concept of maritime vs continental powers, I think her near-dismissal of China as a true maritime power misses the mark. By every measure but sheer naval tonnage, China is already the world's premiere maritime power: largest shipbuilder, shipowner, largest fishing fleet and coast guard. It also hasn't just built a "large navy", it has built the world's largest by hull count and is on its way in tonnage, too, with no signs of a slowing in naval construction.
I also think any comparison with Germany's enclosure within the North Sea and Baltic is off the mark. Germany had nothing like the PLA Rocket Force and PLA Air Force, which are available to drive away blockading ships far beyond the First (or even second) Island Chain. And I wouldn't call the South China Sea, for instance, narrow or shallow - it's about the size of the entire Mediterranean, and most of it is quite deep.
