In California, it is illegal to recruit, and used to be a punishment to change schools or go to schools outside your district (think Little League rules). Now, out of district transfers are rampant and very common, with no sitting out a year anymore. So communities are putting all the good athletes into one school to compete with the city next door. And, WSJ had a great article last year about payment to players to go to schools. Very common in Southern California high schools.
