The gap is too big in most cases and that's one of the reasons for high failure in our school systems. Failure at home, people who do not deserve children having them in mass.

When we receive funding, etc from first world countries, their people ask the same questions. So, US have a crisis, they look to us their neighbors.

So, to take means undoubtedly having them on our tax money.
